The core research objective is to rethink the notion of legitimacy and the process of legitimation through the political dynamic of urban infrastructures.

Since 2010, when Greece officially entered an 'era of crisis', a series of austerity measures have been imposed in the country by the European Commission (EC), European Central Bank (ECB), and International Monetary Fund (IMF) – (Troika) – complemented by a system of economic and political regulation and surveillance. These measures have led to the rapid rise of unemployment, homelessness, and suicide rate as well as the establishment of precarious employment, health and work conditions. Since then this crisis has been inextricably connected with: a) the gradual decline of political legitimacy of institutional authority, b) the rise of a multiform network of grassroots initiatives challenging the capitalistic mainstream economic and political model, and c) a neoliberal political project to reengineer the state.

Simultaneously, and for the first time to such an extent, several struggles emerged with a specific focus on public infrastructures. The project examines these events of infrastructure contestation as processes that reflect a re-codification of the legitimacy problematic. Specifically, the project explores how legitimation is redefined when approached through infrastructure processes. What does it mean then to un-black-box the techno-politics of such systems, to expose their political dynamic in the public sphere? Also, in which way have forms of social contestation and urban informality reshaped ideas of legitimacy and processes of (de)legitimation?

To answer these questions the project employs the notion of Infrastructural Legitimacy as a way to explain how the (de)legitimation of the juridico-political features of state institutions and governance is related to infrastructures. Specifically, the Infrastructural Legitimacy notion examines ways in which this (de)legitimization process takes place through the material, moral and symbolic dimensions of infrastructures at times of political and social upheaval.

Dr. Yannis Kallianos will present his research proposal on the topic: “Infrastructures, Social Justice and Legitimacy: An Analysis of the Crisis of Political Legitimacy in Greece, Based on a Study of Contested Public Infrastructures, 2010-2014”.
